Issue in connecting the oarcle client 64bit to Oracle server 64bit

Hello
I am trying to connect Oracle client to Oracle Server 11.2.0.1.0 but it shows me ORA 12170 TNS Coonnect Timeout Error.
I had successfully installed Oracle server on Windows Server 2008 R2(64 bit) and i downloaded Oracle setup i.e Oracle for "Microsoft Windows (x64)" and
"Microsoft Windows Server 2008 x64". I tried from both the setups.
Please note that I installed Oracle client on windows 7 64bit machine.

This error comes when Database services is down, Server shut down and some network issues.but everything is going good that way. No problems are there.

Please Let me know the solution ASAP.
