permissions to download oracle software to windows 2008 standard server

I am on our 32 bit windows 2008 server trying to download from oracle support the 10.2.0.5 oracle enterprise mangement software and I get all the way to the screen where I login and then it comes back and says my security settings will not allow me to download the file.  I seem to be hitting more and more security issues with windows 2008 then older versions of windows. 

I started this on my laptop (windows 7)  and it let me, so I am sure its something secure about the db server, but before I go to my server admin, I was wondering if someone else knew exactly what type of privs I need to have on the db server I am trying to download the software to.  I have added all the oracle sites I can think of to my secure sites on the server.  In the past my server admin has said that I have all the admin privs I should need to do downloads like this,
