Upgrade path from 7.0.x to 8.1.x

We're planning on upgrading from 7.0 to 8.1 this year and was wondering which path would be better...

Upgrade from previous version of Siebel CRM (7.x through 8.0) to Siebel CRM, version 8.1.1 (SEA repository), then to Siebel CRM, version 8.1.1 (SIA repository).

OR

Upgrade from previous version of Siebel CRM (7.x through 8.0) to Siebel Industry Applications, version 8.0 (SIA repository), then upgrade to Siebel Industry Applications, version 8.1.1 (SIA repository).

Thoughts on Pros & Cons of each?
