How the yearly budget will be uploaded to the GL_BALANCES table?

 Hi,     When we upload a Yearly budget using GL_BUDGET_INTERFACE table,How the budget is loaded into the gl_balnces table?Will it be uploaded for all the periods in gl_balnces and even for the periods which are not in open status?
