Need confirmation of expected behavior of GetRelatedPromotions

Hi All,
I am testing the Catalog > GetRelatedPromotions web service for a SR and I would like to confirm if I am facing the expected behavior or not.

=> Let's say I have the following products:

HBO Max
Telecine HD

=> and following promotions:

Promotion Combo HDTV Cinema 2011
 HBO Max
 Telecine HD

Promotion HBO
 HBO Max

Promotion Telecine
 Telecine HD

In my request, I pass both products HBO Max &  Telecine HD and the application returns all promotions for product HBO Max and all promotions for product Telecine HD.

Customer expects that the application will only return Promotion Combo HDTV Cinema 2011 which is the one with both products associate to it.
