Oracle 10.2 install on Windows 2003 32-bit fails

Problem Description: Installing Oracle 10.2 on the Windows 2003 32-bit server. Copied software to the server ; Installed Oracle 10.2.0.1 from directory 'database' (file setup.exe). Install was successful, no problems encountered. Next step is to run 'companion/setup.exe'. This step fails to start OUI with error message 'Java Virtual Machine Could not find main class; program exists'
