R12 OE_ORDER_HEADERS_ALL.CREDIT_CARD_NUMBER is plain text

We upgraded a system from 11.5.10 to 12.1.3 and then ran the credit card encryption procedures.  To my surprise, the R12 credit card encryption programs do not address the credit card numbers that were stored in the order header table in release 11i.  While this column is depreciated in R12 the data remains in table OE_ORDER_HEADERS_ALL as plain text.

 

We cannot encrypt credit cards prior to the R12 upgrade because we are not at 11.5.10.2.  I have an SR open asking for a data fix but Oracle support is somewhat dumfounded by this situation.  I get the impression they do not understand why we cannot have plain text credit card number in our database.
