Using BI Publisher with FSGs

I have several questions about using BI Publisher to export FSG report output to Excel.  This is for an EBS R12 (12.0.6) environment.

Q1: Can FSGs be exported to Excel via BI Publisher without Report Manager?

Q2: If we had 80 FSG reports, would we have to create 80 separate BI Publisher templates to export to Excel?  Is reusability of templates a possibility if some FSGs have same column structure but different number of rows?

Q3: Briefly, what is the advantage, from a development standpoint, of using Report Manager if we wanted to start publishing our FSGs via BI Publisher?  Is Financial Report Template Manager the primary advantage?
