Is the broker an add on in an logical standby environment

Starting point: In a production environment I have a 6 node, busy Rac environment that has been duplicated to a two node Rac. All of this is being used in 11.1.0.7.0 with ASM.

The Data guard has been implemented as a logical standby database. And so far we only have used sql for the apply and for tweaking (attempt to tune) the standby environment.

On a daily basis however we keep losing at least one (sometimes n - archives that are: a) either not shipped to the standby b) shipment succeeds but file is not being read (SCP copy from asm to OS to asm and register does the trick). And most times the resend request from the standby side is not working.
