Order Header Level discount based on Item quantity with in a range

 Hi,

May i know the setup for discounting an order at header level based on the Item quantity with in a range.

And also one more question ..

I have a small requirement which is explained as follows..

i created one item example  ABC-209 having UOM in Each.

And also i defined one UOM conversion into Litres as 1 Each = 209 Litres.

I created one price List having the price of this item as ABC-209  ---> Each -->$100.

Now i have a requirement to make a discount price as 

if the ordered quantity of ABC-209 is between 209 - 6269 Litres , a discount of 10% is available.
