ORA-28007: the password cannot be reused

I have user a0438, profie default witd limit password_reuse_max 10. However I change passowrd 11 times i cannot set fist passord again and I obtain error ORA-28007: the password cannot be reused .

Limit password_reuse_max  dose not work in profile.
