consolidate multiple sales orders into one delivery only when all lines are fully reserved

Trying to find a way consolidate multiple sales orders with same customer that all meet our grouping rules but I do not want them to release to the warehouse for shipment until all the orders/lines are fully reserved.  We use ship sets for each order, but how do we assign ship sets across orders? (Or is there something similar.)
