Smartview - Process Control Submission

Is it possible to start or promote process control from Smartview? Also, any suggestions on quickly starting/promoting new entites back in time (i.e. new entity in 2012, but process control needs to be started from 2008 thru current period in order for users to see data, even if it is $0)?
