Event Trigger Function Availability based on Data Model Oracle DB Default Package

Hi,
It appears to me that the user that is set up for the BIP data source connections needs to own the package that I want to use for event triggers.  For example, if APPS owns the package, but if I have the data source connection setup with a user other than APPS I am not able to see the functions that should be available.  If I change the data source connection to use APPS I can then see the functions.

In the Oracle default DB package field on the data model I have tried APPS.<package name>

Does this sound right or have I maybe set something up incorrectly?
