Can't create large FC LUN volumes

I am trying to set up an FC SAN on our 7310. The initiator on our M4000 sees the target just fine. When I try set up a volume on a LUN, if I try to allocate anything greater than 1TB, I get a "Volume size: Not enough space" error, even though the Status page shows 17TB free. After I create a 1TB volume, I cannot create another (not enough space again), but I can create a 800GB volume.  After that, the max is < 800GB, etc. What did I miss?
