Fixed Relationship Currencies & Recurring Journals

Can anyone tell me what a 'fixed relationship currency' is and how one would be defined. I see EMU Fixed is a fixed relationship currency, I guess.  I am trying to enter a recurring journal in CAD when our books are in USD. My only choices for currency are USD and STAT even though CAD is defined and enabled along with the rates being entered.  I would really appreciate any thoughts.
