Enter & Maintain - Action Box

Hi,

Could anyone shed light on how action box items can be secured or displayed without impacting the capability to update employee person records?  Or perhaps in simpler terms; I wish to "Cancel Hire" however no action items are displayed in the Action Box.  Any advice would be greatly appreciated.
