ACRs for the 8.1.1.7 fix pack - Do we apply them separately?

Hi,

We are upgrading our systems from 7.8.2.14 to 8.1.1.7. We're looking into the MRG for 8.1.1.7 and found several ACRs in it. The MRG says "You apply a particular ACR only if you want that functionality". They had been explained quite technically in the document but the functional description is not there. I tried seraching for the functional description of those ACRs in Knowledge Base but all in vain.
Does the patch 8.1.1.7 already has these ACRs included? I assumed that all the ACRs and fixes were already a part of the 8.1.1.7 fix pack. If my assumption is wrong, what is the reason behind putting the technical stuff for the ACRs?
