Database Vault on 11g r2 Configuration question

Hi,
Is it possible to configure Database Vault in such a way that the power users such as SYSTEM, SYS, SYSDBA, ... have control of all the existing schemas on the database as if Database vault was not install except for a single schema out of all other existinng schema?  If yes, could you please point me in the right direction regarding documentation for this setup or white papers, examples, howto or anything else that would help me with this task.
