Planning issue !!

All,

Expecting a 'E' message instead of 'O'- order message (to build) to satisfy demand. How to troubleshoot , why E(expedite) message is not generating?? Please share your expertise.

OPC =1 , mpst = 1 , mpsp = C , mtf1 = 21 ,mtf2 = 7 ,mtf3 = 100 , ltlv = 4.
