query regarding compensation calculation in hierarchy for OIC

Dear Sir,
Where we can create Role Hierarchy?
Suppose Their are two roles as Sales Executive and another is Sales Manager and suppose both role come in single compensation plan,

So for that we have to create two plan element one for Sales Executive having one commission rate and Another for Sales Manager having different commision rate?

Please Clarify
