can't gather schema stats on SYSMAN

Hello -
trying to run exec dbms_stats.gather_schema_stats('SYSMAN'); 

SQL> exec dbms_stats.gather_schema_stats('SYSMAN');

PL/SQL procedure successfully completed.

This returns in 1 second.

Is there a logic to prevent manually collecting stats?
