E-Business Suite patch for 11.5.10.2 DB patch

In Apps 11i 11.5.10.2 the "apps.eam_meters" Table is missing the column "required flag" field. This is on a new install of Oracle 11.5.10. None of the patches that I have applied have resolved this.
We have another 11.5.10 that was built 3 years ago by a consultant that has the "required flag" column listed in the "apps.eam_meters" table.  Does any one knows which patch will update this table?
The database is version 9.2.0.5.0.
