ftp user password doesn't work

I have a system that users are trying to ftp to.  They can't authentic, they get the following error message.

Name (zwbappd01:root): wbxfer

331 Password required for wbxfer.

Password:

530 Login incorrect.

Login failed.

 

I have check the ftpusers file to sure that the user isn’t listed there.  I have added the users group to the ftpgroup file.  I know the password works the user can ssh to system.  Asl sftp works for this user.  I’m at a lost anyone got any ideals what I can do next
