R12.1: Oracle Financials Pre-Upgrade Patches

Hi,

apologies if this has been asked before but is it necessary to apply the 12.1 pre-upgrade patches as per note 1127593.1, if I am eventually upgrading to 12.1.3 and the upgrade to 12.1 is just a necessary step to get to 12.1.3?

Hope that makes sense.
