Unused Credit Card Transactions under Availability Pending tab

We have been on R12 since April 2010 and upgraded to 12.1.3 in November 2011.  We use iExpenses and upload the credit card transactions from a file recieved from the bank.  At the end of January, for the first time, several credit card transactions are appearing as unused transactions under a tab called 'Availability Pending'.  We have not seen this tab before.  You cannot transact under this tab and these transactions are displaying an Expected Available Date of 180 days from the day the bank file was uploaded.  The bank says they have not changed their file.  Does anyone know
