R12 Upgrade - Some asset attribute groups not migrated

Hello
We are migrating to 12.1.3 and notice some asset attribute groups did not migrate from 11.5.10 to R12.  On going deeper, we find in 11i - asset attributes base table has more records than R12.

We are unable to determine the root cause of this problem.  Have you stumbled on something like this before.
