DESCRIPTION_OF_TRANSACTION meaning in AME

 Hi all,
 I have a question about DESCRIPTION_OF_TRANSACTION. What does it mean? How can I use this condition?

Please kindly advise. Because i have a lot of people that use the same pr hierarchy,I don't wanna set one by one by using transaction position id condition to fix each position to not open pr crossing po cost center. 
I have 3 po cost center. I have 200 people , divide in 3 group according po cost center (000,111,222)
