Financial Reports 9.3.1 Error 5222

Financial reports for end users inconsistently fail with the following error:  5222:Unable to view report. You do not have access to the following members on the POV:  Entity.;hasPovDims=1;povXML=<?xml version="1.0"?><datasources><datasource name="Pay Planning" dsid="38e34323_12bc8346de5_-7890" allowEdit=1"><dim name="Entity"  dimIndex="5" dsName="Pay Planning" keyDimName="Entity" memberName="CBER" displayName="Entity: CBER"/></datasource></datasources>

The Entity dimension is the only POV dimension and it is a report prompt.  Users can see the same data in Planning, but not in the reports.  Failure is frequent but intermitent.  A common pattern is that the report will run on a parent Entity POV after having failed on a level 0 POV member.  The failures occur on the original FR database conection and on a new connection.  It does NOT fail when pointed to the Essbase database connection - but there is Supporting detail, cell text loss, etc. in the reports - so that is not an option.  Planning
