What data should be transmitted from Oracle Order Management to reflect 39 ship units (pallets) in O

What is the best practice to create LPN's that contain the data for the scenario below:

1) Delivery is created for 39 items (compressors). Each item (compressor) is shipped on one pallet, for a total of 39 pallets.

2) Delivery is transmitted to OTM with an 1 LPN that contains 39 pieces.

3) OTM receives the Delivery with 1 LPN that contains 39 pieces.

4) OTM creates one ship unit for the delivery (order).

OTM actually needs to create 39 ship units to be able to properly show the shipment containing 39 pallets (ship units). But the data received from Oracle Order Management (1 LPN) will only create 1 ship unit in OTM.
