Create Quote API - 'Payment Terms' Defaults To Blanks/Spaces on Quote Created From Opportunity

We are currently at 11i, migrating to R12.1.3. We have developed a set of custom PL/SQL integration packages, which make use of the Create Quote API. In our R12 instances, when we call the Create Quote API via aso_quote_pub.Create_quote to create a Quote based on an Opportunity, the resulting 'Payment Terms' on the Quote defaults to blanks/spaces. This causes serious problems for the Quote in question in Oracle. In the same R12 instances, when the Quote is created manually in Oracle via standard EBS screens, the 'Payment Terms' defaults correctly to the required value. This is not a problem in
