Non Asset Inventory Org versus Non Asset Subinventory

I have a need for a non asset inventory to track quantities but not create costed financial transactions.  Can anyone provide some guidance or "best practices" pros/cons of varied approaches?
Should I set up a brand new Inventory Organization or create a new Subinventory under an existing Inventory Organization.
