Issue in down load of patch.

we need to download Oracle Patch 8202632 (p8202632_10205_Linux-x86-64.zip, 10g Release 2 (10.2.0.5) Patch Set 4 for Linux x86-64) to upgrade 10.2.0.3 database to 10.2.0.5.

The following error says; get the “download patch” permission from the administrator but looks like I already has this permission. So not sure why it is not allowing to download the patch.  Any clue on this?
