Enforcing Unique Constraints on Fields

Hello,

  Is there a way to enforce unique constraints on fields (custom / OOB) based on the field value ?

Oracle has accepted an enhancement request - but does not provide a time frame on when the functionality will be available. Wondering if anyone has built a mechanism to achieve the same ?
