Is Finally Closing Blanket PO a mandatory step for purging PO releases?

We have Blanket Agreements that have been open with suppliers since we went live with Oracle. These BPAs are still valid and releases are created for them. When we run purge selection for Purchasing we see that Blanket releases for BPAs which are still open are not being picked up by the Purge process. Even when the releases are finally closed, we are not able to purge them. We do not want to Finally Close the existing BPAs. How can the releases be purged without Finally Closing the associated BPAs?
