Approvals - Payroll payment methods (Employee Self Service)

We are on ebusiness R12 12.1.1 (SSHR), I would like to know does oracle allows Approvals for Manage payroll payment methods changes using  self service?

If yes, are there any steps involved in getting this done.

I know that approval required has to be set to Y in PAY_PAYMENTS_JSP_RPC process. After this do I have to create rules/cond in AME?

Also how about Federal tax changes in Self service ? does it allow approvals? by Payroll Manager?

I would like to know is it any different on 12.1.3?
