Error in installing patch 3171855 to upgrade forms, reports...to 15

After running the install patch the instruction is to run the following command:

Remedy: Execute the 8.0.6.3.0 install script manually at the conclusion
of your Developer 6i patchset 15 install:

(1) cd /prod/u01/app/oracle/product/FST1/fst1ora/8.0.6/developer6i_patch15
(2) ./ora80630patch_install.sh

The results of the above command is error below.

Cannot determine if this is AIX version 3 or 4.
Oracle cannot be installed.
Exiting orainst procedure.
