Web Service connectivity issue (Server Unavailable Error 503)

We are facing serious issue while connecting to Oracle CRM on Deman webserivces in our ASP.Net application.
The issue is that while connecting to Webservice for pulling data, most of the time it worked correctly but sometime it gives the error that server is unavailable error 503We doubt that the issue is residing in Logoff() method.
Attached is the .Net Class that have the code to retreive data from CRM OD webservices and also the screen shot of the error.
