system user gets error - ORA-01031: insufficient privileges,Logical db , while using alter system ki

Hello ,

   I have a logical standby database . When I log in as system and issue the Alter system Kill session i get an error ORA-01031: insufficient privileges,Logical db.

  I think it could be a limitation but need some proof for the client if it says so in the oracle documentation.
