Oracle Diagnostics Tool

Hi,

Is there any difference b/w Oracle Diagnostics Tool & Application Diagnostics reponsibilities or both are same (one entity) with defferent names?. Actually I have to provide RDA for both Payables & Payment Applications. While using Application Diagnostics I am not able to follow the steps for test (e.g. Advance Tab is not present there) and Oracle Diagnostics Tool is not available for work. Please guide either I am confused or there are two different responsibilities.
