Systematically rebuilding of the indexes for better performance

We have a form generic application 10g2 and an Oracle database 11gR2 on Windows 2008 64bit with SGA=10G and PGA=2G and  some tables with over then 15 ML of records .After a rebuild and analize of all indexes the performances are good in query inside forms and reports .
After few days and  suddenly there is a noticeable deterioration of the query time. For example a report increases from 20 minutes to 70 minutes .
So we make a rebuild online of the indexes and immediately the performances back to the optimal value .

What could be the problem ?
