Unable to delete/insert/change budget template with read only fields

We are currently on 12.1.3 and using GL Budget Wizard.  We have run into a problem when trying to make any changes to the template where it says read only cells.  This happens in both Excel 2003 and 2010.  We enable editing and macros and make the sheet unprotected.  We have also applied patch 12828615 that fixes the issue however, it has not resolved this issue for us.

Any suggestions?
