Only new line can have tax only line error on Voucher Matching

hi

According to standard JDE, Landed Cost amounts are not Taxable.  We have a situation where some of our landed cost are taxable.  In JDE8 we managed to modify JDE to allow Landed cost to be taxable and also to have an amount that was a pure tax amount. 

We have tried to do the same in JDE 9.0 but we now have the following error when we try and voucher match the landed cost. "Only new line can have tax only line."

Does anyone have an idea why this has been done in JDE9 and how we can bypass this error.
