How to make alerts for Move order approval?

Approval Hierarchy of move order is given below:
1. user enters the Move Order
2. Head of the Department gives permission
3. Final app-rover (Planner)
1. We have requirement that when a requester enters a move order then must takes permission from the head of the department for that transaction. So we did personalization for that on the form to disable the button of approve. Now how to notify the HOD for that move order which comes for the approval? Here we make the a report through which HOD is notified. But is there any other way to notify the HOD, if we use alerts then how to make that alert?
