Impossible to change the theme

I use APEX 4.0.1 with Oracle 11g. Now i tried to set up a new application and everything worked fine until i had to choose the theme. there was theme 1 as default and everytime i wanted to change the radiobutton on the choosen theme was not active. I thought i can cange this later and created the application. it is running with theme 1 but if i want to change it i have the same effect -  it is not changeable.

what can i do ? the installation of apex showed no problems.
