Locator control Prespecified

Hi,

I have an Inventory Org where locator control is Determined at sub inventory, I also have a Subinventory A where locator control is prespecified where we do the PO receipts. Then there is a subinventory B which is also prespecified where we do the subinvetory transfer from A to B. Then there is a Subinventory C where from we finally do the shipping. C is also prespecified and is replenished from B. In the item setup for inventory org we have only given the subinventory and locators for subinventory C. So I was wondering if we are not specifing the
