Proper/correct Shutdown & Server restart (Windows)

 Hello,

  Is there a document that outlines the proper method to shutdown / restart an oracle RAC server?  We are planning to upgrade from 10g Standard, 2 node RAC to the following:

Oracle 11g R2 Standard 
Windows 2008 R2
2 node RAC

On our 10g environment we would issue the "shutdown immediate"  and once the DB has been shut down just restart the windows server,  and 5 - 10 mins later the instance would be started up again.
On our test server we installed 11g R2 and after we run the shutdown immediate command and restart the server, we are finding the windows restart process will hang. (our network admin actually left it overnight and the server never actually restarted)
