vip from shutdown node not online on surviving node

Oracle 10.2.0.4, two node RAC AIX

The Unix folks had us shutdown one of the nodes, and I'm pretty sure that the VIP from the downed node was running on the surviving node, but I don't see it running.  I don't remember manually shutting down nodeapps on the second node, but it was several weeks ago.  My question is, shouldn't the nodeapps or at least the VIP be up on the surviving node?
