Creating schemas using RCU

I am trying to create the Metadata Services and Business Intelligence Platform schemas for a SQL 2005 database using the RCU.  Halfway through the setup, I receive an error message at the metadata service.  Specifically, after choosing Business Intelligence Platform, the following error displays: RCU-6083 FAILED check prerequisite requirements for component MDS.  I've gone through the installation guide for fusion middleware several times and set READ_COMMITTED_SNAPSHOT to ON for the hosting database as indicated but the COLLATE property will not change.  I either get a message indicating the database cannot be locked or there are objects that are dependent on the COLLATE
