Unable to manage DataGuard with Cloud Control

I have an existing Data Guard environment 11.2.0.3.  I recently installed 12C Cloud Control.  When I attempt to select 'Add a Standby'  I get a message telling me that Data Guard Broker is not configured.  According to the ORacle documentation EM should set this up when you select 'Add a Standby'.  Any help with this is appreciated.
